- Requirements drive the model by default.
- When evaluating change — think across Tiers and across Teams.
- Categorize the change request as local or global.
- Global: Change affects multiple tiers/teams
- Local: Change affects specific tier/team
- Maintain a Tier specific “synch” status.
- Optimal State: All tiers are in synch
- Note: A “local” change request should not affect synch status
- Publish all category global requests through a common medium.
- Setup a collaborative workspace for ALL tiers to communicate
- Establish Fast Feedback Loops (FFLs) for rapid resolution
- Identify team leads for each tier to represent status.
- Nominate a position to manage/maintain cross-tier synchronization.
